Chunghwa Telecom had the Best Mobile Network overall, and the Best 5G Network, among providers in Taiwan during 2H 2025. It recorded a median download speed of 142.62 Mbps, and a median 5G download speed of 346 Mbps.

HiNet the fastest fixed ISP in Taiwan
HiNet was the fastest ISP in Taiwan during 2H 2025 with a median download speed of 298.27 Mbps, and a median upload speed of 254.42 Mbps.
Taipei and Kaohsiung were the top performing cities in Taiwan
Among the most populous cities in Taiwan, Taipei recorded the fastest median mobile download speed of 130.78 Mbps, while Kaohsiung outpaced the other cities to record the fastest median fixed download speed, with 307.16 Mbps.

Chunghwa Telecom had the Best Mobile Network overall, and the Best 5G Network, among providers in Taiwan during this period, based on Speedtest Intelligence® data. It recorded a Speedtest Connectivity Score of 81.45, and a Speedtest 5G Connectivity Score of 80.29. Speedtest Connectivity Score combines key metrics to evaluate the overall user experience that mobile providers offer. It includes Speed Score, as well as indicators for web browsing performance, and Video Streaming Score.

Fastest Mobile Network
Chunghwa Telecom was the fastest mobile provider in Taiwan for all technologies combined and for 5G, based on Speed Score. Across all technologies combined, Chunghwa Telecom led on median download speed, recording 142.62 Mbps, ahead of next placed Taiwan Mobile, which recorded 90.08 Mbps. Chunghwa Telecom also led the market on median upload speed, with 19.23 Mbps, and the lowest latency with 27 ms.
Chunghwa Telecom led the market on median 5G download speed, recording 346 Mbps, ahead of next placed FarEasTone with 257.01 Mbps. Chunghwa Telecom led the market on median 5G upload speed, with 36.54 Mbps, and led on 5G latency, with 21 ms.

Most Consistent Network
Chunghwa Telecom recorded the best mobile network Consistency in Taiwan, for all technologies combined and for 5G. Across all technologies, 94.5% of its samples met or exceeded the threshold of 5 Mbps download and 1 Mbps upload, while 88.2% of its 5G samples met or exceeded the higher threshold of 25 Mbps download and 3 Mbps upload.

Taipei had the fastest median mobile download speed among Taiwan’s most populous cities, recording 130.78 Mbps. Taichung was second, followed by Taoyuan in third. At the other end of the scale, Tainan had the slowest median mobile download speed at 98.75 Mbps, followed by Chiayi and Zhubei. Chunghwa Telecom was the fastest provider across ten cities.
Regional Performance
Hualien County had the fastest median mobile download speed among Taiwan’s regions, recording 136.89 Mbps. Taipei City was second, followed by Keelung City in third. At the other end of the scale, Chiayi County had the slowest median mobile download speed at 91.4 Mbps, followed by Yunlin County and Tainan City. Chunghwa Telecom was the fastest provider across 17 regions.

Kaohsiung had the fastest median fixed download speed among Taiwan’s most populous cities, recording 307.16 Mbps. New Taipei was second, followed by Tainan in third. At the other end of the scale, Chiayi had the slowest median fixed download speed at 109.27 Mbps, followed by Hsinchu and Changhua City. HiNet was the fastest provider across ten cities.
Regional Performance
Keelung City had the fastest median fixed download speed among Taiwan’s regions, recording 315.37 Mbps. Kaohsiung City was second, followed by Tainan City in third. At the other end of the scale, Taitung County had the slowest median fixed download speed at 94.68 Mbps, followed by Chiayi County and Nantou County. HiNet was the fastest provider across 15 regions.
