Chunghwa Telecom had the Best Mobile Network overall, and the Best 5G Network, among providers in Taiwan during 2H 2025. It recorded a median download speed of 142.62 Mbps, and a median 5G download speed of 346 Mbps.
Chunghwa Telecom offered the best mobile quality of experience
Chunghwa Telecom offered the best 5G gaming and video streaming experiences in Taiwan during 2H 2025, according to Speedtest Intelligence data.
HiNet the fastest fixed ISP in Taiwan
HiNet was the fastest ISP in Taiwan during 2H 2025 with a median download speed of 298.27 Mbps, and a median upload speed of 254.42 Mbps.
Taipei and Kaohsiung were the top performing cities in Taiwan
Among the most populous cities in Taiwan, Taipei recorded the fastest median mobile download speed of 130.78 Mbps, while Kaohsiung outpaced the other cities to record the fastest median fixed download speed, with 307.16 Mbps.

Taipei had the fastest median mobile download speed among Taiwan’s most populous cities, recording 130.78 Mbps. Taichung was second, followed by Taoyuan in third. At the other end of the scale, Tainan had the slowest median mobile download speed at 98.75 Mbps, followed by Chiayi and Zhubei. Chunghwa Telecom was the fastest provider across ten cities.
Regional Performance
Hualien County had the fastest median mobile download speed among Taiwan’s regions, recording 136.89 Mbps. Taipei City was second, followed by Keelung City in third. At the other end of the scale, Chiayi County had the slowest median mobile download speed at 91.4 Mbps, followed by Yunlin County and Tainan City. Chunghwa Telecom was the fastest provider across 17 regions.

Kaohsiung had the fastest median fixed download speed among Taiwan’s most populous cities, recording 307.16 Mbps. New Taipei was second, followed by Tainan in third. At the other end of the scale, Chiayi had the slowest median fixed download speed at 109.27 Mbps, followed by Hsinchu and Changhua City. HiNet was the fastest provider across ten cities.
Regional Performance
Keelung City had the fastest median fixed download speed among Taiwan’s regions, recording 315.37 Mbps. Kaohsiung City was second, followed by Tainan City in third. At the other end of the scale, Taitung County had the slowest median fixed download speed at 94.68 Mbps, followed by Chiayi County and Nantou County. HiNet was the fastest provider across 15 regions.
